逐句解 Line by line
那道士四聲令牌已畢，卻輪到老孫上去幹事了。
那道士四声令牌已毕，却轮到老孙上去干事了。
That Daoist has finished his four strokes of the command-tablet, and now the turn falls to old Sun to go up and do the business.
Deictic 那道士: 那 = nà. 四聲令牌已畢 “the four tablet-strokes are done.” 輪到 “the turn comes round to.”
但我不會發符、燒檄，打甚令牌，你列位卻要助我行行。」

But I do not know how to issue talismans, burn writs, or strike any command-tablet — so you gentlemen must help me carry it through.”
不會: 不 = bú before 會 (4th tone). 打甚令牌: 甚 = shén (“any, what”). 助我行行: 行 = xíng, “help me carry it out.”
鄧天君道：「大聖吩咐，誰敢不從？

Marshal Deng said, “At the Great Sage's bidding, who would dare not comply?
吩咐 “a command, instruction.” 誰敢不從: 不 = bù before 從 (2nd tone).
Wukong pivots from marshalling the deities to the practical problem of a cue: lacking the Daoist's paraphernalia of talismans and tablets, he needs a signal the gods can read. Marshal Deng's deference — none would dare disobey — confirms his authority while raising the very question the next passage answers: by what sign shall the wind, cloud, thunder, and rain be called? The staff, it turns out, will be his tablet.
